Strap Cutters?

I was looking into the Benchmade Model 5 strap cutters. I saw the Delrin plastic sheath that can be used as sort of a neck "knife". Why would you carry something like this as a civilian?
 
I keep a zt strap cutter stuck in my sun visor. Never know when ya may need to cut your own seat belt or that of a loved one.
 
I'm curious as to how the Buck 499 would serve as a strap cutter, and if it would be an acceptable article under TSA guidelines.
 
Eh, I keep my Ka-Bar in the glove compartment of my car, in case I need to cut my seatbelt, the passengers seatbelt, or disembowel a carjacker. I see no real use for "strap cutters" when a good edc/glovebox knife will do the same thing for the most part..

Just keep this in mind... If your belt was to "lock up" or "jam" after being in an accident would you still be able to reach your glove compartment?

Also, I have heard of stories where keeping a knife clipped to your visor can be harm to you in an accident rather than a life saver. In an impact the knife can become a projectile.

I keep my Spyderco Assist in the little compartment next to the gear selector. I can reach it from just about any location from both the drivers or passengers seat and its secured nicely.

Of course, not all situations warrent ideal conditions but it is something to consider.
