Since the Strider folders do not come southpaw ready, I was contemplating simply switching the thumb lug around and having the liner drilled and tapped out for the pocket clip screws. Is the extent of the liners heat treat hard enough to defeat carbide bits? Are cobalt bits required? Anyone else with firsthand experience with this, please share.

You can drill and tap them with no problem.

Thank you Mick. I recently had the (dis)pleasure :) of doing same with an AlMar SERE 2000 folder for tip down carry. Those stainless liners were a B*TCH to drill thru! They must have been heated treated 416 stainless or equivalent. 2 carbide bits didn' t do it. A cobalt bit finally got thru. I hope the liners on the Buck are not nearly as difficult. Can you make a comparison?
