Jasco will work quickly, scrape clean with a putty knife (metal or plastic) and leaves no residue when washed off afterwards.
Citristrip will work as well, but will take longer. I also suggest a scraper.
In either case, I would only strip the blade as stripping under the scales will only cause more cleaning and maintenance.
Use some painters tape to mark off from the ricasso, the part after the blade and before the scales (handles).
Cover the blade in stripper, give it 10 mins if using jasco you will see it start to bubble up. Scrape an area, if it comes off clean, continue. If not, wipe the moved stripper back over the scraped area and let it sit for a few more minutes.

Another option is to sand it. While not being as food friendly, it looks Awesome with the high points and edges polished up and the flats left a matte greyish color.
But that takes A Lot of work.

Edit: I just saw that you don't want to remove the scales. Use Citristrip. It will not harm the scales if you inadvertently make contact and it sits in them for awhile. Jasco might eat them.
