Stripping an Izula2

I have a green (well, it was green) Izula2. I stripped the green paint off and expected to see raw steel. What I see is what appears to be a light gray coating. Is there a secondary coating that needs to be removed as well? (I want to force a patina). If so, what is it and how is it best removed? More stripper, or sanding?
