I would also guess its a cheap replica. Usually being labeled “stainless steel” is a bad sign.

You could clean it up and make an interesting letter opener/ wall hanger though.
 
The only thing more of a red flag than "Stainless Steel" is "Surgical Steel". But the cast hilt looks better than most Pakistani products today, quite good actually, leading me to think, maybe, Spain. But then we'd likely see it stamped "Toledo" or "Spain".

Anyway, I rather like it! It reminds me of a late Victorian wall hanger or theater piece.

Well, there's the "Stainless Steel" stamp with no country specified - could be from one of any number of countries making cheap blades for export.

Then there's the handle casting. Specifically, the face in the center of the guard. I would place that somewhere in SE Asia. If there is any symbolism in the further motifs of the casting, I'm not aware of them.
