I don't know what service you are but I know that AAFES has Sure-fires at pretty fair prices, so you might want to check them out if your near one.
 
... Now, what I'm after is a short (4") light with a high and low setting. MCS has the E1L for 65, which is a good price, but the lumen output / apperance doesn't match up to the E1B Backup that I'm after. ....Anyone have a suggestion for a dual setting (high/low) small light that has a nifty pocket clip and is comparable to the backup?

I have a dual level E1L and carry it every day. I doubt you will be able to see that much difference between the beam of the 45 lumen E1L and 60 lumen E1B. Where you will see the difference is in battery life.

The E1L can output 45 lumens for about 4 hours and is miserly on batteries.
 
opticsHQ.com offers a pretty good discount if ya join there club which costs nothing, i wouldnt doubt they would be cheaper w/a discount off wholesale vs SF's discount off retail. they keep a pretty good inventory of lites and are pretty good folks to deal with too, i have bought 3 or 4 lites from them.
