SYK MODganzaaa Confusion?

So, Jerry has completely confused me with his drunken ganzaaa switcharoo for the SYK MOD. Help this dopey Rat figure this out.

There are only 50 MODs available. Rule is one knife per person. This I get.

What I don't understand is who is eligible? First it was the HOGs, which I assume include the latest inductees from the online induction. Then the Boss said that the DOGS will get the first crack for the first minute. What exactly is a Dog? Is it the general public, non-HOGS, some type of inducted DOG? What is it?

I'm an online HOG inductee, but have no such title granted by SYK. I guess you could consider me a part of the general public, but my wife might debate that..

All I want to know is who is eligible. I want one of the Hack's newest creations. Looks really sweet.
