Tanto restoration

A newby question for you guys...
I just picked up an antique tanto style knife, ostensibly 'purchased' in Japan circa the 1920's. The furniture and silk wrap seem to be original to the blade, with the menuki, tsuba and spacers all in the same motif. The white rayskin wrap also seems to be in good shape. The scabbard is wood with traditional laquer finish and is also in good condition. The problem is that the blade itself was never taken care of and has a relatively uniform discoloration such that I can't determine if there is even a hamon present.
Does anybody in the northwest, as close to Seattle as possible, refurbish/polish old pieces like this? And if so, roughly how much and what all might be involved?
