Recently I was exposed to a 2-person board game that is very popular in Nepal. It is called "Tigers and Goats" or "Bagh-Chal."
Here is a photo of a board I picked up from a street vendor at Swoyambhunath. This one is carved on slate, with brass tigers and goats. The tigers are in the 4 corners where they start and one goat has been placed at the first move.
A description of the game and the rules are available in this Wikipedia article.
If you have time on your hands you can easily draw a game board on a piece of paper. With nickles for tigers and pennies for goats, your total investment for quite a few hours of fun for 2 people is:
$0.20 - 4 tigers
$0.20 - 20 goats
$0.01 - 1 sheet of paper and depriciation on your bic pen
-------
$0.41 Total
