Thicknessing or surfacing forged iron

How do most of you surface forged iron...say...in preparation for folders? I see some are ground, some look like they are surfaced with a wing cutter or something as I see circular marks several thous apart. Is the scale always roughly ground off first and then precision ground or machined? Thanks

After forging, I have been using files to do my rough "grinding" (as I get better less is needed). Then HT followed by final grinding (mostly files and sandpaper here).
