This Case knife, Handle question.

So guy I work with has this 1977 Case that has different colored scales and we are wondering why is it?
It's a 6318-HP

That's pretty common on handles of dyed bone, and it's often seen on Case knives (and others). Being a natural material, bone won't always take/hold dye consistently, from one slab to the next. Bone which absorbs dye more readily will look darker or more vibrant (depending on the dye color), and bone which doesn't absorb it as readily will always finish a bit lighter, and sometimes blotchy (as seen in your photo).

Up until around 1981/1982 Case mixed covers frequently. They didn't even have names for the various colored covers they did use. It is not unuual or rare to have a Case knife with the mark side one color and the pile side another color. I have several that are that way. Here is one (brown on the mark side/black on the pile side) - Case 6292 Texas Jack with different colored covers.

It is from the factory and was not a worker having fun.

Clheck the knife to see if the shield is pinned. It was around 1976 - 1978 that Case stopped pinning shields. It's a good chance though that a 1976 knife might have a pinned shield.
