I think it's been re-handled, both because of the weird angle and the strange wedge (?) visible in the last pic.
The wire wrapped ferrule is odd; handle material appears to be burl.
But the Cutlers To The People is the sweetest part of it.
This retains a fine edge after years of paper cutting...and I have never sharpened it!
Maybe Harrington & Son were Englishmen who fled there after failing to secure a Royal Commission?
