Is there a way to have the threads sorted and displayed as "last post time" permanently? It keeps displaying them in order of "thread start time" and it's driving me nuts. I have to change it on the individual forum each time and don't see a way to change it permanently in "settings".

Sounds like you're talking about the Exchange Forums. Threads are displayed in each Exchange Forum by Thread Start Time because of the no bumping rule. No way to permanently change that.

The discussion forums should be set to display thread by Last Post Time as the default setting.
