Throwing stars shipped to NY?

A potential customer was interested in having me make a set of 3 throwing stars for him. He lives in New York. I am aware that posessing, manufacturing, and shipping throwing stars in New York is illegal.
He spoke of some exception where if they were personally manufactured (not by a company), outside of the state, and shipped in. It's legal. Can anyone shed some light on this situation so I don't get convicted of a class A misdemeanor?
 
I could be mistaken but that sounds suspiciously like a perceived loophole (ie somebody who thinks they're smarter than the lawmakers ). If it's illegal for him to own them and he is willing to break that law are you sure he isn't willing to let you take the risks?

Besides, the last thing we need is more ninjas running around causing fear in the streets :D
 
They are illegal with no exceptions for possession or manufacture out of state or elsewhere. He is either very miss informed or is making up a exception to the law that does not exist. Look up NYS Pl 265.01, and 265.20. That is the law and list of exceptions. NYS does go after out of state sellers that ships items into the state.
