Ti Handle Texturing

I want to do some texturing to my Real Steel Megalodon. I have a Dremel, but I do not know what bits I will need. Can I do this with a sanding drum or do I need to pickup some carbide burrs. I’m trying to go for a rock texture with smooth “bolsters”.
