Time to force patina this RAT 7?

Otherwise it's dry, honed with olive oil, and field sharp. How should one go about a forced patina with this blade with most of the powder coating still remaining?

I would strip the powder coat off, then wrap the blade tightly with a paper towel, and douse with vinegar. Leave it on for an hour or 2.
 
Get some Kleenstrip Gel stripper goop it on, wrap the blade in aluminum foil for an hour or two (don't let the Kleenstrip dry), scrape off coating with plastic scraper.

Maybe a light polish to 320 grit, a THOROUGH degrease with Simple Green, then Cold blue.

Easy to touch up, doesn't etch the steel, looks great.
