TL-29, unknown maker or age

Just picked this up from the large auction site. This TL-29 has cocobolo covers, brass liners, and a brass bail (never seen one of those before). Doesn't look like any plating has worn off the bail. I'm wondering if it was made in the early 1940s while brass was still available.

There are no markings on the blades or body. No tang stamps. Nada. Zilch.

If anyone can help point me towards a manufacturer or age, I'd be really appreciative.

Colonial, maybe? On age, I'll guess '37 ~ '38 to '41~ '42?.
Could it be between wars 1920's ~ 1930's production or WW1 production? I  think the TL-29 saw duty in WW1, but I can't/won't swear to it.

I wonder if it was intentionally made sterile, or of someone removed the tang stamp and "Property Of" blade etch? It looks like the "PRESS TO RELEASE" stamp was either omitted when made, has been intentionally removed, or has worn off from use.
