The steel on my card one seems to roll very easily, and my impression is that it's pretty low-grade. That said, I think Toologic is a neat little setup, and the knife is not one that I'd ordinarily put to heavy use, so super-high quality of steel isn't a necessity. I see Toologic as more of something that you'd carry with you so that you'd HAVE a knife, tweezers, compass, magnifier, etc. when you otherwise wouldn't have any of the above--though, when I know I'm likely to need a knife, I'll carry a better (but bigger) knife; if I'll need tweezers, I'll carry a better set of tweezers; if I'll need a compass, I'll carry a better grade of compass, etc. Toologic seems to me to have a definite niche, and for that application, I think the blade steel would do passably.
