That would probably be ok in NC. Here you can carry about any non-projectile knife unconcealed. If it is concealed it should be "an ordinary pocket knife" which is defined as "a small knife designed for carrying in a pocket or purse, that has its cutting edge and point entirely enclosed by its handle, and that may not be opened by a throwing, explosive or spring action."
I'm not sure what "a small knife..." means in terms of inches. But at under 3", the Native has, IMO, a good chance of being a "small knife" in NC. Of course, the restriction that it can't be openable with a throwing action is also a risk point since you probably could if you were really good at flicking.
Without reviewing each state's laws between NC and TX, I think under 3" should be fine in about any state. Especially if you carry it on the clip. But I am no lawyer, so YMMV.
