trick/relighting birthday cake candles

I saw these being sold and thought it would be a great idea to use in windy conditions. Supposidly after lighting the candles they can't be blown out (Mg in the wick). They need to be smothered in water. Anyway, trying them out, I couldn't get them to work. They blow out as easily as normal candles. At this point I read the instructions on the box and it says they need to be kept lit for a minute for them to work - not really that good for what I wanted. Well, even after waiting a minute, still no luck getting them to work. I tried several of them several times even letting them burn longer than a minute.

Has anyone else tried these? Am I just having bad luck or are they really just a gimmich that don't work?

I've had good luck with these candles. It may be that you got a poor quality brand or batch.
