True Ball Bearing Knife a lemon or just needs to break-in?

It sounds like it's a flipper knife, and for some of those you don't flip the switch quite right they only half open.

Try pressing, flipping, etc. with a sharp motion like you were flipping a light on or off.
Yep, some like the press, most like the light switch treatment!

Flippers should open all the way, but there are a lot of factors that can help or hinder. Poor quality knives sometimes have handles that aren't very parallel, preventing the blade from swinging freely. Different types of ball bearings can have different levels of resistance, and they can all get jammed up with dirt. The detent ball and how much of the travel it's in contact with the tang is also a factor. The strength of the detent has a lot of influence, as well as the shape and orientation of the flipper.

Try a few different motions opening the knife. For instance, knives with soft detents often work better if you either push the flipper perpendicularly into the handle instead of back, or use a brisk rearward "light switch."
 
Cycle the knife very slowly and listen to any noise that might sound weird or unusual, listen for scratching or gritty sounds, maybe scraping, you might need to add more oil. Try KPL
 
When I flip the switch it only unfolds half way. It is brand new. Is this normal?
The top on my convertible does that too, we need more information to help you. Assisted knife, unassisted knife, Brand, model. With such limited information what were you hoping for as an answer. Some knives suck, some need work even if they are new, some work great right out of the box.
