Does anyone know the maker of a Fire Axe marked 11-9 NN P F. Figured out how to post pics thanks.

First off it's not a Pulaski but rather it's a fire axe! As to meaning of those stamps I have no idea.
 
I found a picture of a fire axe marked "P"- same spot. The NN might be specifications for fire fighter gear?

Those other markings are interesting.
