I got this knife used and i cannot find information about this knife.

It says kutmaster USA
It appears to once have 3 circles showing fire, UA and a water droplet. Under that its hard to read. "Wrinkler Ayters" or "Sprinkler Atters" or "Sprinkler Afters" or something like that.

pictures are here since i cant post attachments

Im am trying to find out the year its made, the steel quality, and whether its basically junk or not.

Can't tell you anything about the knife. But the A.U. is the Plumbers,Pipefitters and Steamfitters Union.
The writing on the handle says Sprinklerfitters,These are the folks that install and service fire sprinkler systems.
Sprinklerfitting is a trade in itself.

try their website and contact them. it s a division of utica cutlery in new york state.. they use a lot of 420 steel from their current catalog. doesnt mean they did when that one was made though.
