Trying To ID A Strange Trick Knife / Possibly Custom Made ?

This is my first post and I wanted to say hello to all and thanks for letting me join in .. I'm trying to help a friend id a odd knife he has in his possession .. Here is the info I've recieved "
The overall length is 6& 3/16 with a blade of 2& 5/8
in.
The knife opens by pulling the two handle sides apart
and rotating them around the blade. Scan attached.
Note the machining pattern inside

From what I can make out in the pic, it looks like a custom version of the Gerber "Paul Knife".
 
It is definitely not a button lock system like the Paul Knife. It looks a swing lock (Wood & Irie) or tri fold knife like the old Pacific Cutlery PPC and the new Piranha Knife CO. Triad. I do not however recognize this particular knife.

Back around 79, I picked up a knife at Big 5 Sporting Goods of all places, that had a similar handle/blade action.

The knife was called the Powder River Knife. I want to say that it was made by the Wyoming Knife Co., but I can't be sure. I'd take a look, but its in the gun safe 5000 miles away.
