Found in Maine and can’t figure out exactly what it says.

I'm afraid that only the most dedicated and informed collector in the UK could help you with that...

That remnant of a number 2 gives it away as British,it was their common size designation.

But there were So many producers of this,the Kent-pattern,side-/bench-axes,and they were at it since before 1850-ies...
They often had a few lines of text stamped into the side,here's just a totally random example:

Sorry,that's the best i can do:UK-made,+/-2# weight bench axe,late 19th-early 20th c.c.
