I'm afraid that only the most dedicated and informed collector in the UK could help you with that...

That remnant of a number 2 gives it away as British,it was their common size designation.

But there were So many producers of this,the Kent-pattern,side-/bench-axes,and they were at it since before 1850-ies...
They often had a few lines of text stamped into the side,here's just a totally random example:
