Its in an antique shop in Venice Italy....Think you may be on the right track. Its mine now if the little lady makes it back to the states in one piece! The makers mark on blade has me curious....
 
I was going to say, it looks Italian. Many Italian axes look similar to French ones, but there are some differences that stand out.
 
can't see the poll! so can't tell what it is for sure. looks french to me, stamp/logo looks like saut du Tarn, sans rival brand; in the round.
would be far more aware after a vinegar bath, some wire brush and a general point of view
