Unable to start thread in Exchange

Hello,

I haven't been active in a good while, but came back to do some selling. The button to start a new thread does not populate in the selling area. It showed me as a Gold Member already, but I figured it was expired so I paid again via PayPal, but still nothing. When I click the link to update my usergroup I get the vBulletin message "There are currently no public usergroups available for you to join.". What am I doing incorrectly?

Update your user group to gold.

It wouldn't let me do that originally, but it appears I was just impatient, everything is good to go now.
