When a blade is uncentered when close, what does it actually do to your knife? does it decrease some performance?

Unless the blade touches the liner, it's just a cosmetical flaw.

Yup, unless it is off center enough to touch the liner and scratch the blade, it really isn't anything to worry about.

Although, depending on how much money I spend on a knife, I expect it to be decently centered, open and closed.

On some liner locks the bend in the lock can be so strong with lateral forces that it does move the blade slightly off center when closed. The less tight the pivot the more it will move the blade. On others they have a washer on one side thicker than the other depending on who made the knife. Unless it rubs one of the liners and scratches things up it is of no concern. Some of my favorite carry knives are slightly off center.
