Under $50 tomahawk

Tactical or traditional? Traditional Hawks can be from CRKT or cold steel for less than $50
 
On the other end of the spectrum, if you're looking for a "tactical" tomahawk in the $50 price range, Estwing has their own model. One piece carbon steel construction with cushiony rubber handle. It's certainly not a thrower, but that doesn't make it a bad model.

I've heard good things about H & B Forge, hand-forged in the USA, lifetime guarantee, and some hawk models are under $50.

H & B Forge: We use 1095 in the bit which runs down the center of the blade. That is wrapped with 1018.Once they are forged they are very hard. So they are quenched and drawn back out again. This is done to soften them some. Otherwise they would be too hard and brittle and would break when thrown. The throwing hawks are hardened to 35-40 Rockwell and the Camps and spikes to the mid 50s.
 
Estwing Black Eagle tomahawk is what you're lookin for. Only 40 dollars and made in the USA......For the price and value you really can't beat the toughness of a Estwing Tomahawk that is basically built as tough as a Estwing Hammer.

You should also look at the Cold Steel Rifleman's Hawk.

I think Dirtbiker touched on it with CRKT. Look at the Woods Chogan T-Hawk. Then scout around on line for a cheap canvas sheath to come in under $50 for both. Of course, you can always spend big on a leather sheath, but you don't want to store a carbon blade in it.
 
The ones I like & have played with under $50:
1) SOG FastHawk: its not full tang, the steel runs 1/2 way down the handle. But it's compact & very light weight. It's usually ~$20-$30. Quite sturdy, been throwing it a lot.
2) SOG's Tactical Tomahawk: it's larger & more pricy but it's quite nice in the hand.
3) If you don't mind the price, the CRKT Kangee is a great tomahawk. It is ~$45-$90, depends on which one you want. Think it's the handle that makes the price vary.
 
Can't go wrong with a CS Trail Hawk, depending on what you want to do with it. For $24 shipped it's a great little beater and they're really fun/easy to customize.
