Unique Axe Head Type

Today I found an old rusty axehead behind my house. I noticed that the eye doesn't go all the way through the axehead. In addition the lug is more like a hollow tube that extends from the cheek. I'm looking to refurbish the head and I'm wondering where I might look to find a haft that would fit this circular eye. Any suggestions, or clues to the age of the axe? I apologize for the poor quality of the image, this was the only one I took before I gave it a vinegar bath.

Is that just the head to one of those hatchets with a steel tube handle?
 
If it is a tubing handle hung head (and most of these are cheapies) you are going to have quite a battle in trying to get it functional again. I think you're best off trying to find something else. Rather than throw it out though it can be used as an improvised splitting wedge until such time that it mushrooms badly.
 
It's likely an old true temper, Stanly, or craftsman tubular handled hatchet.
All you can really do is use it as a wedge or weld a pipe to it.
Personally I'd just weld a short price of pipe to it and use it as a wedge with a handle, buy batoning it.
