Unique piece forged with a boat chain link from the former Royal gunpowder factory of Louis XIV

1) How do you know that it's artisanal steel? Is all steel from that era assumed to be artisanal?
2) Was the steel made at the royal gunpowder factory, or simply found at that site?
3) How do you know that the steel is from the 17th century?
4) Any documentation to support any of this?
