Unknown hatchet with Eagle like emblem.

Does anyone recognize this symbol stamped on the side of this hatchet? I thought this might be a good candidate for rehanging with a proper handle. Unfortunately someone welded a pipe to it. Hopefully the weld is not to deep and the temper hasn't been affected.

Surely someone here more knowledgeable than I can take a stab at identifying this. Looks to me to be an Imperial eagle ala Third Reich Germany 1933-45. And if it isn't a German eagle then whatever firm used that emblem likely stopped using it by 1940.

Still doesn't answer the man's question. Dig deep guys. A 'spread-eagle' stamped on something I had, or was looking to buy, would not let me rest until I had a credible answer. Uncle Adolf's short-lived regime pretty much ruined anybody else's opportunity to cash in something obviously stamped like this after so I'm thinking 'old' (1933-45 Jerry), or global-manufacture-naive places (tongue in cheek!) such as Tibet, Borneo and Bimini Is.
Or did the Cold War East Bloc/Russkies (who had always been into propaganda birds of prey (not unlike USA)) perhaps make this?
 
I found a picture of heraldic emblems and these are the closest I have come to finding something similar what is stamped on the hatchet. It does kind of resemble the German Imperial Eagle of the 3rd Reich which kind of looks like the 5th symbol down in the far left column.

All the single-head examples in your chart show the eagle's head facing "eagle's right". The axe stamp is facing "eagle's left". Might make a difference as to the origin.
 
If it was military issue it would have other stamps such as date and agency initials on it. May well be more of a Boy Scout-issue type item. Anyway for sure it's a conversation piece now.

edit - looks like the Italian fascist eagle holding the fasces, bundle of sticks with an ax blade sticking out of the bottom.

"Italian fascist eagle". Mussolini was into eagles? I thought only buzzards featured in his mis-adventures. Sure the trains in Italy suddenly ran on time when he became ruler but everything else languished. Legend has it Il Duce's military tanks had 6 reverse gears and 2 forward (in case of attack from the rear).
Worth looking at though but not sure of what to expect from an Italian axe. Mind you prestigious Beretta, Perazzi and Ferrari are also located there.
 
It seems like the German makers often put their marks down there closer to the bit, as opposed to the North American makers who stamped their marks closer to the pole. So that would add to the German theory. On the other hand, there were North American makers that used images like this. For example, the Eagle Axe here, halfway down the page. Yesteryear - Smart Mfg Co.

Good eye to pick up on that obscure logo! Smart was 60 miles down the highway from Ottawa and I have a few of their nicely-made cast iron frypans but no axes.
