My father in law's dad has passed away. While cleaning out the farm. I found an old ax and thought I would restore it for my father in law. I am curious if anyone knows this mark. It might be a local company near Benjamin Utah. I linked a video to show the mark. Thanks and Merry Christmas.

 
What would the number represent? Is it not a makers mark. It does look like a 9 or a 6. Thanks for your help.
