Unusual Axe Pattern

At 1:40 and 3:50 you can see a pretty wild axe made for canoe building. I think these guys are Russian so I have no idea what they are saying. Does anyone know why they are pounding little pegs into the bottom of the canoe?

looks like the pegs are a depth gauge so they get a uniform thickness to the sides and bottom
the blue powder showing means its time to stop going deeper.
