Unusual Custom-Maker & Steel??

Anyone recognize the maker of this knife? I've seen the mark before and actually I think I may have even owned another knife from this maker at one point in time. Also, what's up with the steel? It looks to have been "blistered", but this looks intentional. Any help would be greatly appreciated as I've hit nothing but dead ends with this one.
 
I've left it on before after quenching. Just depends on how much sanding you want to do.
 
Is it common for makers to leave this on? Excuse my ignorance, but does that indicate that this a forged blade?

Not really. Quenching is the rapid cooling of the blade in order to harden the steel. This results in surface imperfections that some remove or leave on. Purely a matter of taste
