Unusual Hammer

I know this isn't the hammer forum, so you can kick me to the curb, if I'm out of line. I got this little hammer from a friend who found it in her parent's garage. The only identifying mark is "Bell System." I think the handle is original. I would appreciate any insight that you might have regarding this tool. Thank you.

YES, especially when answered with such concise accuracy.
Not to mention that I ignorantly assumed/read "succinct" as succulent, related to the use of that awesome four letter with a pair of matching vowels word "peen" (aka surface hardening by impact).
And I learned a new word "succinct" (aka clearly expressed).

Nice old hammer. Bell system tools have a cult following all their own. The big company bought tools Pre-marked. To prevent theft? Not sure it worked. There are certainly a lot of them in circulation.

on a side note. I wish we did have a hammer forum.
