S Square_peg was right. Your maker's mark is missing "P"

It has this somewhat Kent-ish pattern look (unbalanced, bit heavy with light poll, ), so maybe it has English roots.

Ahhhh!!! Thanks Guys, brilliant help, it all fits.
I often get donated, axes/hatchets of various types, and most of the time they are either old Sheffield Steel forges or those of North East Midlands Area. I can usually track the old axes, to former forges along the old canal routes of these areas, as most old forges were run by water wheel or steam powered.

Sometimes i might be able to help, like you guys have helped me.

During unrelated research I stumbled on those two hatchets. According to Square_peg's link Powell Tool Co offered hatchets under Monarch and Peerless brands. I think all this together strangthens the argument for your hatchet being produced in Cleveland
