US 90 double bit

I picked this up last week. It’s marked US 90 on one side and marked 3 1/2 lbs. on the other. My scale says this one is actually 4lbs 2oz. I believe my scale (nothing fancy up to 5 lbs.) is accurate. Is that common for a marking to be off that much on the plus side?

Was there some consensus as to the maker of the US 90 marked heads? I have heard Council Tool, Woodings-Verona, etc. The previous owner definitely had two different grinds going – one being ground a little “chisel-like”.
Probably not worth worrying about but I’ve only encountered single bits with the US 90 stamp.
Any ideas?

Wood handle install weights were not included when they (Council) stamped the heads. And if you leaned this entire axe of yours on to a bathroom-type scale another 1/2 lbs is no biggie, either. You really don't want a balsa wood handle.
 
300six - you think this is Council Tool? That's a food scale that goes up to 5lbs it's sitting on.

Did many makers stamp weights including the handles?

Sorry! Council stamps their logo on all their stuff far as I know. Virtually all makers stamp their heads by weight, without a handle. Ebony handle vs Balsa would make a considerable difference as would 'miner' specs (short handle) or calls for the Wilt Chamberlain edition.

I have a CT brush axe without a stamp. I have wondered for decades(yes decades)what it was, as it still has a partial, unreadable golden colored label on the head. Not too long ago, I noticed a faint but readable "Council" stamp on the handle.
