Using Stabilized wood

I'm planning on making willow scales for my buck vantage and I want to use Minwax hardener to stabilize them but i don't know whether I should do it before shaping or after. It seems like everyone does it before but I'm not sure why. What should I do?
 
Before. The wood's dimensions will change slightly after stabilization. If you did it after it would affect the fit of the scales.
 
Always stabilize first, best in block form. Then shape after. The "Tinker/Embellishment" or "Knife Makers" forums should have more support on this topic.
