Can anyone help me figure out what this it? I'd love to know the following:

What is it?
Who made it?
When it was made?
Where it was made?

M7 Bayonet for the M1 Garand I think?

That is exactly what it is...gov issue bayonet...I have seen a few in my career for the
M16A2.

What does it say on the front of the guard? That will tell you who manufactured it.

M7 Bayonet, they were made by several companies. They fit on the M16 and its variants, as well as some European Battle Rifles, and the Mossberg 590A1. Modern versions are made by Ontario, they were made by Imperial in Rhode Island for a while, and I think a few other makers over the years.
