Liston knife for amputations. All steel handles became more popular around the late 1800s when autoclaves and better serialization practices became more common. The company that made yours was around last quarter of the 19th century through 1960 or so, but concentrated on vet instruments toward the end. Yours looks pre WWII in presentation.

Value is maybe $75-150 to knife people, antique medical collectors may pay more or less. Antique prices can be hard to judge on stuff like this.
