Velcro strop?

Would it work? That is to have a base wood platform with Velcro and leather with differnt compounds with Velcro so you could just swap them out?

Yes it would work

Hardware stores already sell a plastic velcro/sandpaper holder,
there are even non-velcro versions

There was even some guy selling custom cut ~1inch wide velcro sandpaper strips,
but even he struggled to line up the edges when attaching paper
(i dont remember the name, just that the maker was fiddly with it, they may have been magnetic, )

Wood is really cheap, its much faster to give each strop its own stick of wood, and skip the velcro entirely
 
Or just use the velcro to stretch the leather around the wood. But I suspect there are better mechanical methods of doing this as I don't think I'd use velcro in that way due to the shearing strength.
 
Leather on top of velcro is 3 layers of softish & compressible backing, versus only one layer if leather is used alone on the wood. Personally, I'd avoid going in the velcro direction, as it makes edge-rounding more likely as the softish substrate becomes thicker. As mentioned, the wood is cheap or sometimes even free; I'd just make a separate strop for each compound used, and keep the leather as thin and/or hard as possible. Finished results will be better for it.
