Back when the velvicut axes were polished, they might have had a slight velocity advantage. The steel on velvicut is technically better, but the consensus is that it is not hardened much more if any than the FSS, so functionality is essentially the same. The wedge is better on the velvicut and it arguably looks nicer, so it comes down to what incremental improvements are worth to you. Of course you can sell the FSS to offset the price of the velvicut a little.
