Hey guys, new member long time collector. I hope to contribute in the near future.
In the meantime can anyone help confirm or deny the origin my latest piece.

Well made, full tang, small hatchet, patd stamp, an unusual cutout shape and two curious "holes" on top and bottom of the blade.

That is curious. How exactly did that groove thru the poll function? Did a locking mechanism slide into it?

From what I can tell it was not a "receiver". There are no scratch marks or pin holes to show rubbing or movement metal to metal.

Perhaps used for bending something consistently? One guy mentioned a fence tool.

Could it have been encased in plastic? Or the handle wrapped in leather with it crossing over through the groove? Could the groove/cutout have fit into something to onsite to open or lift? Did it maybe have a nailpuller of sorts with interchangeable accessories?

It's a curious little thing.
 
You sir are the man! If I read, correctly the handle is not broken, it is part of a "new modification" and should be fit with a cast aluminum overlay.
Part #20 and #26 are joined at #25 with #28?
