Here is an interesting project. Someone tried to hang this thing upside down; good thing he gave up. I was easily able to tap it off and save the handle. Never done a handle restoration, but I'll stand it in the corner and try that someday. After electrolysis, wire-brushing, and some grinding, I have a couple of stamps. One looks like an M or a Greek mu, and it's stamped USA on the other side. If you recognize this, please let me know!

I believe (Please correct if I am wrong, or add additional info if you have such)Standard American eye was popularized by US Army's specs for axe heads and replacement handles around Civil War. Some Pennsylvania Blacksmiths kept with old eye designs much longer than that.

Some XIX century Kelly axes have hourglass shaped eye
