Like all nail clippers, it (should) wear in under a year. Mine do anyway. That's what stopped me from buying one in the past.
 
Can't speak for the Victorinox specifically, but I've used a vintage clipper like that in the past that was made in Germany. Blued carbon steel. It worked beautifully and it was well older than I.
 
Practical to carry and small.
59 x 12 x 7 mm
smaller than the Victorinox Classic.
 
I have been using this for the past few months, and it is super sharp. However, the curvature of the blade is larger in diameter than my nails, so many times I end up clipping more portion in the center - this way I have hit the base of my nail a few times (it hurts). Very compact for its size, and comes with a small pouch - can be carried easily.
 
AG Russell used to carry a similar one with his name on it, I still have it, but don't find it terribly comfortable. Ended up going back to the generic type.
 
I have one identical made by a german firm, same case and all. Its not the best nail clipper I use, but indespensible for neating up, or cleaning up the sides if a sharp part of the nail was sticking a sensative bit of cuticle from grabbing gi's.
