Viking axe, Hardies parking lot...

I work in landscaping, tree removal, and general outdoor cleanup. I was working my way along a Hardies parking lot, and came across a charred small axe handle, square in cross section with the head broken off.
Knowing more than a bear about these things, I was intrigued, especially since someone charred it.
Maybe 10 feet later I saw what I believed t be a rusted brake rotor, covered in debris. Imagine my surprise when it turned out to be the missing head!
For the life of me, I cannot place the maker, and would like some more experienced eyes on it than my own. Some things of interest:
There are runes of some sort on the head, though quite faint.
The eye has evidence of non- forge welding.
The shoulders themselves are shaped, but not in a way I would expect from mass production.
Lastly, a file will barely bite the edge, but has no issue with the area around the eye.

John,thanks for the photo,but i wish the Entire head was in it...:)...
Eye especially,maybe the most telling feature in id'ing a head...(views both in profile and from top Into the eye).

I'd venture to say,so far,that it's a Balkan general purpose axe,from Bugaria likely,and that is a stamp of a soviet-era factory...
