Vintage Hen and Rooster blade polishing ?

I just purchased a pre- '83 C. Bertram pen blade folder and I have some questions on whether the blades have been buffed. First, both blades hardly appear to have an edge bevel. In fact, I have never owned a knife this dull. You can barely see a bevel with a 10x loupe. There are horizontal polished "scratches " visible on the blade when reflecting it under light. The Hen and Rooster logo is so shallow you can't feel it with your nail. The Rostfrei mark has palpable polished "lines" above the stamp( makes it appear stretched and distorted). BTW, the one small pen blade only has an "R" stamped on it. Also, the internals of the knife are not polished. One can also feel the tip of the large blade above the handle when closed.
My question is would Hen and Rooster, who has an excellent reputation, let a knife out of the factory in this condition? OR could this possibly be a blade that was buffed out? I was under the impression that the attention to the smallest detail was the standard for the vintage H & R knives .

Hi,
I knew that would be the best thing to do. I'll have to review how to do that and I'll try to post some. I actually took some pics with my cell phone but I have to figure out the posting part.

As you can see from the above pics the finish on the blades and stampings is odd. Also, the fact that the rooster stamp is so shallow , it makes me wonder if the knife was buffed out. I was under the impression a crocus cloth was used to create a deep mirror finish that was wave free. Also, the internals were supposedly highly polished. What do you think?
 
It looks buffed to me. Does it have any pepper spots anywhere on the knife inside or out?
 
No pepper spots inside or out. Like I said, just not a high polish inside. I'm sure that's why there is hardly a sharpened edge at all.
