Vintage Korean Sword

Hi Everyone,
Got this sword/knife from an estate sale this past weekend. Would like to get it to a collector or someone who would value it. The man was in the navy during the 40's and 50's. Any information would be great!

I am very much hypothesizing but if were to guess based on the cliche dragon motif and the English labeling that this is a vintage tourist piece with little real value.
 
Looks like a market sold swagger stick. These were very common as keepsakes from Korea in the '50s to Indonesia in the '60s and beyond. The trench art variety pop up on ebay and even newly made ones. As a hidden blade, somewhat restricted in several states. I imagine it is about 18" overall.

Ah hah! I assumed tourist piece of some kind and knew it was nothing traditionally Korean but wondered who wanted such a short walking stick...
