I am forging a waki and I was wondering how long the tang should be?
 
Almost as long as you want the grip to be. :-P

I don't think there's any serious guidelines as to the blade/tang ratio. I've seen them range from a Tanto size grip to almost as long as a Katana grip.
 
Some wakis are not full tang construction. Oftentimes the tang is actually shorter than the overall handle length. I like the full tang construction better. To me the ko-katana handle length is better than the normal waki length.
 
All of my stuff is made for use even if it never gets used.:D Perhaps a better question should be how long should the handle on a waki with a 20-22 inch blade be?

Around 4" to 5" would be great, on that blade you will probably wind up with a 6" to 7" handle.

It really depends on the intended uses.
I have a Paul Chen/Hanwei Banshee that has a 20" blade and an 11" handle. I positively love that blade to handle ratio.
Having that two handed option really let's you put some power behind your swings. Comes in handy when clearing brush or whacking other targets.

Mebe so, but that makes it O-Wakizashi, or ko-katana, really, the Banshee is a Dao.
